This competition has been launched to boost income for livestock farms by promoting the breeding of improved livestock breeds, encouraging farmers to raise livestock animals and developing scientific livestock raising techniques, as well as to advance and pass on the local folk culture and present new spectacles for the residents of the province and the city. 

The competition is conducted as a tournament, with the lineup determined based on a draw. The tournament taking place from 9 a.m. until 6 p.m. is further subdivided into three categories: 751kg and up, 661kg to 750kg and 600 to 660kg. The bulls are reviewed by two members of the Changwon Bullfighting Association and one member nominated by each of the district associations, and approved by the executive group including the vice-presidents. Weight is measured in the presence of at least one-third of the judging panel (presidents of the associations) designated by the Federation for Bullfighting System and the judge and Secretariat oif the Federation for Bullfighting System.
